A crossword puzzle usually consists of smaller blocks interconnected by longer words.
In the above example I could look for a word that contains the letter t at position 7 to begin a block to the right. On further looking, I see this wont work at this spot as the word Onassis would not work with any other letter on the end. So instead I could take the s on 'gas' to look for something to extend across to the right. s at position 1. I'll try sabotages and see if I can build a good block to the right
Or to begin a block below I could look for words with s at position 4. I'll try Abyssinia there.
If I can't build good blocks out of those starts I may try others as the goal is to have as many words packed into any area as possible with little gaps.
