I do think both suffer from issues based on the modules installed although I've had much greater issues with Drupal than I ever have with Joomla.
Drupal does have a better site itself and makes it far easier to find modules and get help when there are issues with those modules or with Drupal in general.
Even though I prefer the programming style of Joomla over Drupal for very quick creation / modification I prefer Drupal mainly because of the larger amount of available modules.
I'll have to see what 7.0 looks like and try some more work in Joomla 1.5 before I'm completely sold on either.
